The deputy corps supported the legislative initiative of the President on the adjustment of the deadline for the introduction of a system of discounts and extra charges when drawing up an insurance policy of OSAGO. The so-called bonus-malus system is stipulated by the law "On compulsory insurance of civil liability of motor vehicle owners" in order to stimulate accident-free driving. Although the law on compulsory motor insurance has been in force since May last year, the introduction of a discount system was planned only this summer. The President made a proposal to apply the bonus-malus system as early as May 1. In the opinion of the deputies, this will allow everyone who has not violated the traffic rules within a year to purchase an insurance policy for the next year at a lower price.
Due to the expiration of the first annual insurance policies, which were issued in May-June last year, they again have to purchase about 25 thousand car owners. In order to allow insurance companies to apply the system of discounts and allowances from May 1, they will be granted access to the database of the State Automobile Inspectorate, which records all road accidents. Based on these data, the cost of the insurance policy for each car owner will be determined. Regulation of the application of bonus-malus system will be the body of insurance supervision. These points are also taken into account in the law-in-draft. Deputies adopted the legislative initiative in two readings as a result of the consideration.
