The Board of the State Service for Documentation and Archives Management of the Pridnestrovian Moldavian Republic was held online today. It was dedicated to the results of work for 2024. Deputy Chairman of the Parliamentary Committee on Education, Science, Culture, Public Associations, Sports, Information and Youth Policy Andrei Safonov took part in the board.
The report on the results of the archival industry was presented by the head of the State Service. Zinaida Todorashko noted at the beginning of this year that the Archive Fund of the Republic amounted to 1427148 storage units on all types of media for the period 1823-2024.
The reconstruction of the building of the state archives of the Pridnestrovian Moldavian Republic was completed last year. This will significantly reduce the severity of the problem with the lack of storage space. The new building will contain documents of the permanent storage period of state authorities and administration related to the history of the Pridnestrovian Moldavian Republic. The work took 5 years. Now all the conditions for the correct maintenance of documents and the placement of service specialists have been created there.
One of the most important tasks of the State Service for Documentation and Archives Management is digitalization. The state apparatus switched to electronic document management in 2020. A voluminous array of documentation has formed over the years of electronic interaction. Therefore, the task at present is to launch the state information system "Archival storage of electronic documents". The creation process is complex and labor-intensive. The board participants noted the need for constructive interaction between all involved departments in the implementation of the state information system "Archival Storage of Electronic Documents".
The Archival Service conducted examinations of 40 draft legal acts received from other ministries and departments in 2024. For example, the law-in-draft "On Amendments and Additions to the Law of the Pridnestrovian Moldavian Republic "On Culture" on regulating the right to export cultural property was agreed upon; the law-in-draft "On Amendments and Additions to the Law of the PMR "On Mandatory Copy of Documents" was not agreed upon.
Work on the creation of the State Insurance Fund of Copies of Archival Documents continued. The security of archives was discussed in general at length at the board. Supreme Council Deputy Andrei Safonov emphasized the importance of parallel storage of documents - both on paper and in digital form.
The parliamentarian emphasized the need for careful preservation of archival materials of enterprises, firms and organizations. People complain that sometimes it is impossible to protect their rights: due to the fact that the archive of some legal entities has been taken somewhere or is in closed premises, people cannot obtain certificates confirming their work experience.
They talked in the course of the board a lot about preserving historical memory. Documents of the PMR Archival Fund were published in 2024 in order to combat the falsification of history, including the Great Patriotic War. The project "Without Statute of Limitations" has been completed.
This collection includes 204 text and photo documents, presented according to the territorial principle. The documents are published for the first time in the form of digital copies, preserving the original text and appearance. Circulation includes 100 copies. The collection of documents "Without a Statute of Limitations: Crimes of the German-Romanian Occupiers and Their Accomplices against the Civilian Population of Pridnestrovie during the Great Patriotic War of 1941-1945" will be transferred in electronic form to all libraries, museums and archives of the Pridnestrovian Moldavian Republic. The presentation of the publication is planned for the end of March.
