The Supreme Council adopted a package of legislations that involve holding this year's amnesty in the first reading. Proposed by Galina Antyufeeva exemption of certain categories of persons from criminal liability is confined to two significant dates - the 70th anniversary of Victory in the Great Patriotic War and the twenty-fifth anniversary of the founding of Pridnestrovian Moldavian Republic. The authority for the amnesty granting as an act of forgiveness are granted by the Constitution to the Supreme Council. According to the author the initiative, the proposal is due not only to political expediency, but has also economic and social significance. Its implementation will significantly reduce the number of prisoners, and hence the cost of its alimentation. Meanwhile, the possibility of those who are provided pardoned to return to a normal life and contribute to society is critical.
Naturally, we are not talking about forgiveness. Based on the need for a reasonable combination of the principles of humanism and justice, Galina Antyufeeva proposes in his law-in-draft not to extend the amnesty to persons who committed a series of grave and especially grave crimes. The amnesty bypass side repeat offenders, as well as the order of the worst offenders serving a sentence.
