The Ombudsman will be able to apply to state bodies and organizations on behalf of the applicant if his rights and freedoms are violated. The legislative initiative on supplementing the provisions of the constitutional law "On the Commissioner for Human Rights in the PMR" was prepared by the deputy of the Supreme Council Alexander Shcherba. The basis for drafting the law-in-draft was the citizens' appeals to the Supreme Council.

Vice Speaker of the Parliament Galina Antyufeeva noted the relevance of the legislative initiative, giving a positive assessment. Expressing the position of the deputies of the responsible committee, she submitted a proposal to clarify the proposed by the speaker the norm, according to which the ombudsman can speak on behalf of the citizen whose rights were violated, only with consent.

Taking into account the comments, the law-in-draft was supported by the deputy corps in the first reading.
