Alexander Korshunov, “The issue of repairing internal passages remains open”

A discussion on the topic of allocating funding to eliminate the problem of the deplorable state of intra-block and courtyard passages in residential microdistricts of the cities of the republic was held at a plenary meeting of the Supreme Council. The asphalt in the courtyards of high-rise buildings is in deep holes in most cases, due to which pedestrians are injured and cars are damaged. The town residents wrote appeals to the President and deputies of the Supreme Council on this occasion with a request to solve a problem that had existed for many years. The PMR President Vadim Krasnoselsky proposed amending the law “On the PMR Road Fund” to prescribe the source of financing for the repair of intra-block and courtyard driveways to ensure the comfort of living of citizens. According to the President of the Pridnestrovian Moldavian Republic, its length should be included in the length of public roads. The funding for road repairs would be targeted in this way. The law-in-draft was presented at the plenary session by an official representative.

According to the official representative, intra-block and courtyard driveways have been inventoried, a list of them has been compiled with all technical data – length, width, type of coverage. The reduced length of yard driveways is 324 km, which is 1.86% of the total reduced length.

The opinions of the deputies of the Supreme Council were divided into “for” and “against” when discussing the President's law-in-draft. It was said that the law-in-draft ill concerns only passages in the courtyards of high-rise buildings, and accordingly affects to a greater extent only the cities, and not the villages of the republic.

The position against the adoption of the law-in-draft was expressed by the chairman of the specialized Committee on Agro-Industrial Complex and Transport, Oleg Leontyev.

Another problem voiced is the insufficient funds allocated for the Road Fund.

Chairman of the Supreme Council Alexander Korshunov said that the Parliament adopted a norm allowing local authorities to direct funding from the municipal Road Fund for the repair of intra-block and courtyard driveways6 years ago. However, funding is primarily directed to the repair of main streets where public transport travels, and there is no money left in the local budget for intra-block passages, taking into account the current state of public roads.

A number of parliamentarians from the cities of Tiraspol, Bendery and Rybnitsa support the legislations initiated by Vadim Krasnoselsky, as they often receive requests from voters regarding destroyed asphalt near multi-storey building potholes and potholes on the roads to social facilities, including kindergartens, clinics, large quantities. The current state of courtyard driveways is dangerous, voters complain.

The opinion of the deputies was divided during the voting. The relevant Committee on Agro-Industrial Complex and Transport recommended rejecting the law-in-draft on amendments to the Road Fund. This proposal did not receive enough votes. The proposal of the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic to adopt this law-in-draft in the first reading also did not receive the number of votes of deputies necessary for adoption, and the law-in-draft was ultimately considered rejected.

Chairman of the Supreme Council Alexander Korshunov commenting on the decision of the deputy corps noted that the issue of financing the repair of courtyard and intra-block passages remained open, and expressed confidence that the discussion of the problem will continue to find a formula for solving it.
