The main issue on the agenda of the next meeting of “The Obnovlenie” (Renewal) faction was a package of legislations, aimed at changing some of the norms of the Constitution, the Regulations of the Supreme Council and the Electoral Code. They were supported by 20 parliamentarians, most of whom are members of the Renewal faction. The main point is to reduce the number of deputies of the Supreme Council from 43 to 33 people, as well as the people's elected representatives of local councils. In the case of the entry into force of the new norms, they will be applied from 2020, as part of the single voting day for both the Supreme and local Councils of people's deputies.

Now the total number of deputies in the republic is 1155 people.

One of the reasons for changing the legislation in force in this regard is also a reduction in the overall electoral base in the republic.

Earlier, Alexander Korshunov, Chairman of the Supreme Council, held a number of working meetings with the heads of local Soviets of People’s Deputies to discuss these issues. The chairmen of city council expressed various kinds of proposals on the issue of reforming electoral processes and the formation of local bodies of representative power.

Just on the issue of the formation of city and district Councils of people's deputies, the members of “The Obnovlenie” faction had different opinions. They noted that it is necessary to introduce with caution a new system of functioning of representative local authorities, observing the fundamental principles of separation of powers, as well as the use of a system of checks and balances. In particular, there were proposals that in the local bodies of representative power of single-mandate deputies there would be no less than the heads of administrations of villages and townships - parity between them should be observed.

The faction members agreed that the arising controversial issues would need to be resolved in the framework of the preparation of legislations for the second reading regime. In the meantime, the conceptual decision to reduce the deputies of the republic should be taken by the participants of today's plenary session.
