The presidential decree entered into force on the introduction of state of emergency in Pridnestrovie a year ago, on the 17th of March. The Supreme Council approved the decree on the 18th of March. Tough quarantine measures were needed to prevent the new infection from spreading too quickly. It was necessary in a short time to prepare special hospitals, provide all medical institutions with protective equipment and the necessary medicines.
There was an urgent need to purchase expensive medical equipment and artificial lung ventilation devices. There were great difficulties even with the purchase of conventional protective masks during the beginning of the pandemic a year ago. This was the situation in all countries. Our enterprises "Tirotex", "Odema" and "Vestra" came to the rescue. They began to sew cloth masks and protective gowns.
A ban on holding mass events was introduced in the republic. Entertainment centers, cinemas, exhibitions and other objects with a large crowd of people were closed. The activity of the educational institution was suspended. New phrases “remote work”, “study and work at a distance” have entered into use.
Despite the difficult situation, the state's social obligations were fulfilled in full. All utilities, including Vodokanal, ERES, Tirasteploenergo, continued to operate as usual. A decision was made to tighten administrative and criminal liability for non-compliance with quarantine. The cost of such violations was too high - the life and health of the people around. It was decided during the state of emergency that the state would provide support to Pridnestrovians, small and medium-sized businesses, as well as large enterprises.
Due to the introduction of the state of emergency, individual entrepreneurs, as well as small businesses that work in the provision of services and trade, have suffered the most. Individual entrepreneurs who were forced to suspend their work were able to receive an allowance - 1647 rubles a month. 25 million rubles have been allocated to support entrepreneurs. A number of changes have been made to the law "On the republican budget for 2020". They introduced a moratorium on the spending of targeted budget funds and various government programs.
The reallocation of budgetary resources made it possible to significantly increase the reserve fund from which the measures to counter the pandemic were financed. Industrial, agricultural, construction companies and organizations in the service sector were able to obtain loans to pay wages. Tax incentives were introduced for enterprises in the transport industry and light industry. The total amount of state support over the past year amounted to about 345 million rubles.
The pandemic is not over. The third wave of infection has forced many European countries to reintroduce severe restrictive measures. Pridnestrovie has been living in new conditions like the whole world during the year. We have experience and understanding that only through joint efforts it is possible to confront such challenges today.
