Creation and operation of the State Reserve Fund
Drought and flood had to be experienced by Pridnestrovie in 2008-2009. The Russian Federation extended a helping hand to our republic. The guarantor country provided extensive technical and financial assistance. Technical was in the form of equipment for emergency response in the republic. It has become a significant contribution to the logistics of the emergency rescue units of the Ministry of Internal Affairs.
The financial support was a gratuitous assistance to stabilize the economic situation of the Pridnestrovian economic entities of the agro-industrial complex. The second tranche of aid was received in 2011 and allowed expanding the range of state support. It spread to representatives of small businesses and citizens - to develop their personal subsidiary plots.
The fund provides loans and interest-free loans, for example, for development of animal husbandry, for processing of agricultural products, for uprooting of perennial plantations. During the work of the Fund, Pridnestrovian agricultural producers have purchased a large number of necessary agricultural equipment, added Oleg Vasilaty.
According to Oleg Vasilaty, interaction between the Russian Federation and the PMR in the economic sphere has been going on since the creation of the republic. Many issues related to ensuring the functioning of the Pridnestrovian economy and the banking system were resolved promptly. Oleg Vasilaty called Russia's assistance in 2008 and 2011 a serious impetus for relations between the two states.
191 representatives of the agro-industrial complex and small businesses received such support from 2008 to 2019. This is more than 1 billion 250 million rubles of the Russian Federation and 533 thousand euros. 5596 Pridnestrovians received over 56 million PMR rubles of a loan or an interest-free loan for development of personal subsidiary plots. In addition, support was provided within the framework of the state program "Development and support of small business in the PMR". Interest-free loans or credits were received by 30 representatives of small businesses in the amount of almost 23.5 million rubles.
Interaction at the level of the State Duma of the Russian Federation and federal executive bodies
Cooperation between Russia and Pridnestrovie continues and takes on new forms, an exit consular point in Tiraspol is actively operating, which implements a simplified procedure for the adoption of Russian citizenship by Pridnestrovians.
As the Head of the parliamentary committee on economic policy Oleg Vasilaty noted, the interaction of our republic with Russia is carried out at the level of the State Duma of the Russian Federation, at the level of federal executive bodies, the Moscow government and a number of Russian regions.
Oleg Vasilaty focused on supporting land reclamation complex of the republic. The PMR Government and deputies of the Supreme Council interacted on this issue with the executive bodies of the Russian Federation, the State Duma, and discussed technical issues together.
Deputy of the Supreme Council noted that thanks to the assistance of the Russian Federation in the early 2010s, it was possible to significantly raise the level of income of state employees and pensioners in Pridnestrovie.
According to Oleg Vasilaty, the restoration of the reclamation complex of Pridnestrovie can give a significant impetus to industrial production in the republic, since many of the components required for reconstruction of irrigation systems are produced in Pridnestrovie. These are electric motors, polyethylene pipes, cement and other components.
Situation in the Pridnestrovian industry
The coronavirus pandemic negatively affects our republic, has changed all plans related to budget spending, Oleg Vasilaty said. The Supreme Council was forced to redistribute funds from many areas of the budget - the Road, Environmental Funds, from development programs - to counter Covid-19. This hinders the work begun on improving the urban and rural infrastructure of the republic. The Head of the Committee focused on the export of Pridnestrovian products.
The parliamentarian considers it necessary to consider the possibility of implementing Russian business support programs for a number of Pridnestrovian enterprises.
According to the Head of the Committee on Economic Policy, the agenda includes projects to support the housing and communal services of the PMR. This concerns the renewal of the trolleybus fleet, the borrowing of Russian experience in the reconstruction and repair of communal networks. The work begun in this direction was suspended by the coronavirus pandemic, Oleg Vasilaty noted. Deputy of the Supreme Council expressed hope for further cooperation between Pridnestrovie and Russia in resolving issues urgent for the republic.
