The agreement "On the principles of peaceful settlement of the armed conflict..." was signed in Moscow 33 years ago, on July 21, 1992. The document was signed by the Presidents of the Russian Federation and the Republic of Moldova Boris Yeltsin and Mircea Snegur in the presence of the President of Pridnestrovie Igor Smirnov.
The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Grigory Marakutsa expressed satisfaction with the signed document: the Pridnestrovian side supports this agreement, since it "gives a real chance to stop the senseless bloodshed". Grigory Marakutsa emphasized at the same time that Pridnestrovie does not abandon the course taken to achieve real sovereignty and independence, as noted in the book "History of the Legislative Authority of the Pridnestrovian Moldavian Republic". The text of the agreement "On the principles of peaceful settlement of the armed conflict..." stated that the conflicting parties undertake to take all necessary measures to completely cease fire. After which the parties begin to withdraw parts of their armed forces, military equipment and weapons and complete this process within 7 days.
This agreement made it possible to form a tripartite peacekeeping mechanism consisting of Russian, Pridnestrovian and Moldovan contingents. Russian peacekeepers have the right to be on Pridnestrovian soil today thanks to this document, signed by the heads of the two countries.
The peacekeeping operation "is based on an interstate agreement, due to which the participation of the Russian Federation in the affairs of the Republic of Moldova is absolutely legitimate, implemented at the official request of its political leadership, as well as with the expressed consent of the leadership of Pridnestrovie", the book "Peacekeeping Forces. 30 Years Guarding Peace" says. The Joint Control Commission, the governing body of the peacekeeping operation, began its work on July 27, 1992. The JCC began to separate the conflicting parties, and a 225-km-long Moldovan-Pridnestrovian Security Zone was created. The first Russian peacekeeping units paratroopers from the Pskov and Tula divisions landed at the Tiraspol airfield on July 29, 1992, in accordance with the agreement "On the principles of peaceful settlement...". 40 days after the beginning of the Bendery tragedy, Bendery was able to return to peaceful life like all the cities of Pridnestrovie.
