The 30th Anniversary of the PMR Government

The Supreme Council deputies "from scratch" created a system of all branches of power and governing bodies. First, the legislative base of the PMSSR was formed. The formation of the structure of the executive branch of Government began after the first parliamentary elections in December 1990.

Anna Volkova stood at the origins of the creation of Pridnestrovie as a state and held the post of Deputy Chairman of the Provisional and Supreme Council of the 1st convocation. She tells today in the first person about the historical stages of the formation of the republic.

Practice has shown after a while that management is not effective in the process of interacting with colleagues from other countries, for example, Russia. Therefore, a system of ministries appeared later.

The post of the Chairman of the Republic was first introduced in the system of executive power, and then - the President. The Government replaced the cabinet of ministers. This structure was maintained until 2012.

The Supreme Council deputies adopted another decree, important for the formation of the statehood of Pridnestrovie on the 5th of March, 1991. The circulation of Moldovan coupons on the territory of the PMSSR was deprived of legal force, transfers to the off-budget fund of Moldova were also suspended.

The Supreme Council adopted laws on the formation of republican governing bodies and on the status of the Chairman of the PMSSR on March 5, 1991. The structure of government bodies - the Government of the PMSSR – was approved. It is March 5 that is the day of the formation of most of the current ministries and departments. The law "On the Government of the PMSSR" itself was adopted by the Supreme Council on March 26. This is how the formation of the executive governing bodies of Pridnestrovie began.
