On behalf of the PMR Supreme Council please receive my sincere congratulations on the 30th anniversary of the I Congress of Deputies of all levels!
The 1st congress of deputies of all levels, which took place on June 2, 1990 in the village of Parkany, became a significant event in the formation and development of the Pridnestrovian Moldavian Republic. The congress was a kind of response to the aggressive nationalistic sentiments of people's front of Moldova.
30 years ago it was difficult for you, the deputies of villages, districts and cities of the Moldavian SSR, to turn the system over, to take an unknown path, to defend the interests of the inhabitants of Tiraspol, Benderн, Rybnitsa, Dubossary and other cities. You defended the interests of your voters, observing Soviet laws and acting within the framework of the legislative environment.
Deputies met with residents of villages, districts and cities of Pridnestrovie in preparation for the First Congress. This work took place against the background of strikes against introduction in the MSSR of laws on the widespread use of the Moldavian language and its translation into Latin script. There were clashes - many villages were then led by adherents of nationalists.
Under conditions of political pressure, sometimes with a risk to life, Pridnestrovian deputies of all levels convened and held the First Congress. On June 2, 1990, 673 delegates gathered in the Parkany. This has not happened before on the territory of the Soviet Union.
Thanks to your courage and determination, the Pridnestrovian Moldavian Republic has been living and developing for 30 years. At the First Congress of Deputies of all levels, a crucial document was adopted - the Declaration on the Socio-Economic Development of Pridnestrovie. It was in the document, according to which the foundations of the future Pridnestrovian Moldavian Republic were laid.
On June 2, 1990, deputies of all levels elected the Coordinating Council. It was headed by Igor Smirnov. Prior to the start of the work of the Supreme Council of the Primary Soviet Socialist Republic, it was the Coordinating Council that decided whether the laws adopted by the Supreme Council of the Soviet Socialist Republic would act in Pridnestrovie.
Dear deputies of the First Congress of Deputies of all levels, from the whole people of Pridnestrovie I thank you for the courage and perseverance that you showed 30 years ago, defending the right of Pridnestrovians to speak native language. I wish you health, happiness, success in all your endeavors for the benefit and prosperity of our state.
