Members of the Presidium summed up the parliamentary activity at the finish of the eighth session of the Supreme Council of the V convocation. They were talking not just about lawmaking. Speaker Mikhail Burla told about the inter-parliamentary cooperation, cooperation with various international organizations. The Pridnestrovian parliamentary delegation in the past year visited the hearings, which took place at the site of the State Duma, events dedicated to the 70th anniversary of Moscow State Institute for International Relations, and VIII Assembly of the Russian world. Meetings with representatives of the UN, PACE, OSCE and embassies of different countries took place within the walls of the Supreme Council.
Deputies have traditionally participated in the meetings of the various departments and public organizations of the republic: the Government, the Chamber of Accounts, Banking Council, the state reserve fund, The Union of Industrialists Agrarians and Entrepreneurs of Pridnestrovie and Chamber of Commerce. In addition, parliamentarians and members of the Supreme Council are actively published in specialized scientific journals of Pridnestrovie, Russia, Ukraine.
Returning to the draft budget, parliamentarians identified the need for full implementation of the state's social obligations to its citizens as a major problem that the leadership of the country faces. It was necessary to focus on finding additional sources of replenishment of the state treasury, the expansion of the tax base for their full implementation.
Journalists mentioned the sphere of small business. They were interested, in particular, in the future of volume package of legislative initiatives of Victor Guzun aimed at comprehensive reform of the sphere of individual entrepreneurship. Let’s remember the documents were adopted in the first reading in summer, but the work progress was stopped due to lack of a formal opinion of the Government. According to opinion of parliamentarians, it should be completed.
Despite some differences, the achievement of the past year is the persistence of the use of the fixed agricultural tax. Agrarians that were newly created and not yet applied it will be able to take advantage of the tax. At the initiative of deputies of parliamentary committee its effect will be extended for another five years. Positive factor for the development of agribusiness is to fix funds allocated to support the reclamation of the republic, including wages in the budget. The question of tariffs for water for irrigation of agricultural land remains opened.
The subject of dialogue between journalists and legislators became perceived in society question of the form of the state final examination. Hearings were held in the parliament, which were attended not only by representatives of different branches of government, but educational and parent community as well. There were different opinions on the exam. According to the head of the responsible committee, Vladimir Bodnar, “the position of the executive and legislative branches parted like ships at sea”. The Committee decided to present the law-in-draft, supposing a change in the system of certification, for the consideration of the plenary with the recommendation to adopt it in the first reading. Vladimir Bodnar urged all who are interested in the regulation of this issue to direct criticisms and suggestions to the Supreme Council.
Representatives of mass-media could not ignore the question of “general state of Pridnestrovian ruble” in light of recent events in the financial markets of neighboring countries. Parliamentarians emphasized not only economic but social value of the rate retention of our ruble. Oleg Vasilaty praised the Central Bank of the Republic to balance financial system of Pridnestrovie. Referring to the position of the PRB, the deputies talked about the high probability of preservation of the course in the prescribed "currency corridor" from 11 rubles to 11 rubles 30 kopecks.
Concluding the annual meeting with journalists, Mikhail Burla presented letters of appreciation to Chairman of the Supreme Council to the most active parliamentary correspondents. Members of the Presidium congratulated journalists and wished all Pridnestrovians Happy New Year 2015!
