The specialized law expands the list of payments that are not included in the minimum wage

The Supreme Council adopted amendments to the law "On the minimum wage in the Pridnestrovian Moldavian Republic" in the second final reading. The author of the law-in-draft was deputy Viktor Guzun, who proposed regulating at the legislative level the issue of calculating one-time bonuses and other incentive payments to employees who receive an additional payment up to the minimum wage.

The issue of one-time bonuses to public sector employees who receive an additional payment up to the minimum wage arose in the fall of 2024. Then the leadership of the Pridnestrovian Moldavian Republic appealed to the PMR President. Deputies of the Committee on Economic Policy, Budget and Finance developed law-in-draft and supplemented the law "On the Republican Budget for 2024" with a provision according to which in 2024 one-time bonuses paid to public sector employees receiving an additional payment up to the minimum wage will not be taken into account when calculating the amount of the additional payment up to the minimum wage. This provision was introduced into the law on the republican budget-2025 and is in effect this year. The Supreme Council is making appropriate changes to the relevant law and one-time bonuses will not be included in the minimum wage for employees of cross-cutting professions now. 

Thus, the minimum wage does not include financial assistance; additional payments for work performed in conditions that deviate from normal (performance of work of various qualifications, combining professions, work outside normal working hours, at night, on weekends and non-working holidays, etc.); one-time bonuses and incentive payments in connection with holidays and anniversaries; one-time cash rewards in connection with the awarding of state awards of the Pridnestrovian Moldavian Republic. 

The Supreme Council, taking into account the amendments, unanimously supported the amendments to the law "On the minimum wage in the Pridnestrovian Moldavian Republic" in the final reading. The law comes into force on January 1, 2026.
