The law-in-draft was developed in order to simplify the access of domestic producers to the markets of foreign countries, as well as to develop the republic’s export potential.
When discussing the terms of a contract for the supply of products with potential counterparties, as well as when working with already existing counterparties, business entities often face the need to send samples of their products to their partners. Currently, the current legislation of our republic does not contain a clear concept of “sample goods”.
Economic entities, in most cases, cannot use the opportunity to transfer or obtain samples of products, as this procedure takes a lot of time and also requires a lot of work, which significantly delays the process of product quality coordination. This situation is a serious barrier to the promotion of our products in foreign markets.
For its part, the State Customs Committee proposed not to exempt samples of goods from customs fees due to a number of technical issues, in particular, because the decision on exemption of customs payments can be made only after the goods are classified as samples. This entails additional customs procedures.
The deputies supported the opinion of the committee and rejected the proposals of the State Customs Committee.
In addition, the law-in-draft proposes to expand the concept of “international mailing”.
Economic agents use the services of companies specializing in express delivery of international mail to expedite their work in all countries of the world. This is due to the fact that today the existing methods of delivery of goods allow the delivery of goods from almost anywhere in the world as soon as possible, which significantly reduces the time spent on the coordination of orders.
High-quality and prompt delivery of samples of goods sent by international mail, also helps to eliminate customs and administrative obstacles to the promotion of domestic products to foreign markets.
In this regard, the proposed amendments will allow Pridnestrivian economic agents to choose how to send international mail.
After discussion, the law-in-draft was adopted by the Supreme Council in the final reading.
In the first reading, the plenary meeting adopted amendments and additions to the law “On the state registration of legal entities and individual entrepreneurs in Pridnestrovie”
Additions are designed to provide an alternative opportunity for applicants to submit documents to the registering authority in electronic form for state registration, as well as to receive the result of the registration service in the form of electronic document.
