The legislative initiative, aimed at establishing criminal penalties for defamation, has not received the required number of deputies for taking votes. It will be punished only administratively. The President proposed to re-introduce criminal penalties for offenses related to violation of the honor and dignity that existed in Pridnestrovie until 2012. At the time, an exception of standards from the Criminal Code PMR was caused by the process of harmonization of the Pridnestrovian legislation with Russian, which has taken the path of liberalization of criminal law.

The package of legislations to amend the Penal, Criminal Procedure, Civil Procedure Code and the Code of Administrative Offences (CAO) was represented in Parliament by the official representative of the President Iryna Barbarosh. She pointed the social danger of the act, as defamation, expressing the view of the President. According to her, criminal liability for defamation is enshrined in many countries, and the very existence of this structure in the Criminal Code "effectively affect the legal consciousness of citizens, the Criminal Code provided for liability measures are of preventive nature". Under the new proposals the maximum sentence for defamation reaches four years. In addition, the author of the legislative initiative was proposed to increase the size of penalties for defamation, imposed in accordance with the norms of the Code on Administrative Penalties.

As part of the opened debate on the legislations the parliamentarians have repeatedly asked the official representatives of the President and the Government on the enforcement. In other words, how many criminal cases involving "honor, dignity, reputation and good name by spreading false and defamatory information" for a certain period were initiated until 2012. As it turned out, they were nearly absent that the growing legal consciousness of citizens demonstrated.

Many deputies were confused, along with the establishment of criminal penalties for this illegal act and too rigid, in their opinion, punishment - four years of detention.

Despite the fact that the Executive Committee had recommended colleagues to adopt a package of legislations, re-introducing criminal prosecution for defamation, in the first reading, the proposal received the required documents for the adoption of the total votes. Totally 13 deputies voted for it. Thus, the draft laws providing for the introduction of criminal penalties for defamation are considered to have been rejected.
