Deputy Head of the State Duma Committee on Education and Science Boris Chernyshov proposed introducing “1st September Fund” to facilitate the preparation of schoolchildren for the start of school year, reports the Parliamentary newspaper.

Deputy sent the corresponding appeal to Deputy Prime Minister Tatyana Golikova. He is sure that not every family can afford the fees of a child to school, especially in the regions. According to the parliamentarian, the minimum set of school supplies is quite expensive, and not every family can bring a child to school, especially in the regions. The approximate cost of a set of school supplies is about 11 thousand rubles. In this regard, parents are forced to increase the cost of buying everything necessary for study at the expense of other expenses. Therefore, Boris Chernyshov proposes to launch the “1st September Fund” program, in which extra money will be allocated to parents to cover school expenses. The specific amount of financial support is not specified. In addition, the deputy suggested limiting the cost of the so-called school basket; it should not exceed a quarter of the parents’ salary. Chernyshov believes that the rest should be borne by the state.

A school uniform and a sports uniform, a bag or bag for interchangeable shoes, a satchel, stationery, accessories for drawing and labor lessons - this is not a complete list of what needs to be purchased by September 1. Large, low-income families, single mothers or single fathers, disabled parents or parents raising children with disabilities can count on certain benefits. These may be grants in general for preparing for school or compensation for the purchase of a school uniform. For example, in St. Petersburg, a monthly payment is provided for each student if the family has the status of a poor, large family. The allowance is 933 rubles on a general basis and 1349 rubles if the parent is a soldier or a family is incomplete.

In addition to cash payments, children from poor and large families are most often entitled to free school meals. And preferential tickets are issued to students regardless of whether they belong to preferential categories or not. The amount of discount for travel depends on the region. Cards are issued for students for several types of transport at once in some cities. According to Moscow social card, you can use the metro for 395 rubles a month, and land transport for 260 rubles.

The State Duma proposed to go further and make travel for children from 5 to 16 years completely free. The law-in-draft was developed by deputies of "Fair Russia". According to the Deputy Speaker of the State Duma, Olga Epifanova, changes are necessary, as “problematic situations arise in the regions related to the passage of school and preschool children in public transport”. Innovation will help to avoid such situations when in autumn and winter children who have not paid for travel for one reason or another are dropped off buses.

According to the deputy chairman of the State Duma Committee on Security and Anti-Corruption Dmitry Savelyev, the main thing here is not only the financial component, but primarily the provision of child safety.
