"Europrotocol" in Pridnestrovie

It will be possible if the damage as a result of an accident was minor to issue it without the participation of the state traffic inspectorate, but only under certain conditions. Amendments to the law "On Compulsory Civil Liability Insurance of Vehicle Owners" were developed by deputies Viktor Guzun and Vadim Kravchuk. The legislative initiative will simplify the procedure for victims to receive insurance payments, according to the authors.

Deputy Vadim Kravchuk noted that the procedures in force today not only take a lot of time from participants in a traffic accident, but also create obstacles on the road for other motorists. The vehicles must remain in place until the arrival of specialized services after all. Its participants face serious administrative liability for leaving the accident place: a fine of 920 rubles, deprivation of a driver's license for up to 1.5 years, or administrative arrest for up to 15 days.

It will be possible according to the proposed amendments to the law to record an accident using the "Europrotocol" only if several conditions are met at the same time. The accident will have to be recorded in the usual manner if at least one of the conditions is not met:

- The accident occurred as a result of the interaction of two vehicles, the civil liability of whose owners is insured under OSAGO or the international "Green Card" certificate;

- there are no casualties and no damage was caused to property other than the two vehicles as a result of the accident;

- the circumstances of the damage caused in connection with the damage to vehicles as a result of the accident, as well as the nature and list of visible damage do not cause disagreement between the participants in the traffic accident;

- the amount of insurance compensation due to the victim as compensation for damage cannot exceed 500 minimum wages (this makes 7250 rubles);

- drivers of vehicles have the opportunity to take photos and videos of vehicles and their damage at the scene of the accident.

It will be necessary to fill out an accident notification to confirm the fact and circumstances of the accident. Such a document is drawn up by the participants in the road accident independently on a voluntary basis without the participation of the authorized body for ensuring road safety. The accident notification will be required for the victim to receive insurance compensation in the future.

Parliamentarians supported the initiative of their fellow deputies in the first reading in the course of the plenary session. Work on amendments and additions to the law "On compulsory insurance of civil liability of vehicle owners" will continue in the relevant parliamentary Committee on issues of the agro-industrial complex, industry, transport, construction and natural resources.
