The first meeting after the summer holidays of the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms began with a minute of silence. The deputies paid tribute to the memory of their colleague, a veteran legal expert who served for many years as the Commissioner for Human Rights, Vasily Kalko.

The agenda of today's meeting was rich, legislators considered more than fifty issues. Most of the legislations that were submitted for consideration were related to the improvement of the norms of criminal procedural, civil and administrative legislation. This is a common legislative practice: if they find a legal gap in the law, they try to eliminate it.

Members of the Committee gave a positive assessment to the legislative initiative developed by the Government. We are talking about amendments to the law "On the basics of system for the prevention of neglect and juvenile delinquency". According to it, the functions of creating commissions for the protection of the rights of minors are proposed to be transferred from local self-government agencies, as it is now prescribed in this law, to local state administrations, as required by the law "On the Government". This initiative is designed to eliminate the revealed contradictions.

Deputies of the Committee recommended adopting drafted by their colleague Grigory Dyachenko law-in-draft in the second reading. Amendments will affect the law "On countering the legalization of proceeds from crime and financing of terrorism". Currently, credit institutions are prohibited from opening accounts (deposits) to anonymous owners, whether individuals or legal entities, without their personal presence and without the provision of identification documents to the bank. According to the deputy, at the same time, the issue of remote opening of a bank account for the provision of electronic banking services remains urgent. Grigory Dyachenko proposed to provide such an opportunity for clients of banking institutions that were previously registered and serviced in them. If the account is opened for the first time, the personal presence of the applicant is mandatory.
