A road traffic accident with minor damage can be processed in a simplified manner in Pridnestrovie – without the participation of the traffic militia. This practice has already been successfully used in many countries around the world (including Russia, Belarus and Moldova) and is called the "Europrotocol". The initiative of deputies Viktor Guzun and Vadim Kravchuk passed the second reading in the course of the meeting of the Committee and will be submitted to one of the plenary sessions of the Supreme Council.
The basis for introducing the so-called "Europrotocol" in Pridnestrovie was the appeals received by parliamentarians from drivers. The State Traffic Inspectorate sometimes cannot quickly arrive at the scene of an accident due to a shortage of special vehicles. Traffic jams form on some sections of the roadway, and drivers involved in the accident cannot leave the scene of the accident by law: they face a fine of 920 rubles, deprivation of their license, or administrative arrest. Therefore, parliamentarians came up with an initiative that allows for simplified registration of accidents with minor damage and without consequences for life and health, and in the case of mutual consent of all participants in the accident.
Amendments and additions to the Law "On Compulsory Civil Liability Insurance of Vehicle Owners" establish the conditions under which simplified registration of accidents will be possible:
- participation in the accident of no more than two insured vehicles;
- minor material damage that does not cause controversy;
- no harm to life and health;
- admission of guilt by the person who committed the accident;
- mutual consent to registration under a simplified scheme.
The participants will be able to avoid calling the traffic militia only if all these points are met, according to the law-in-draft. It will be necessary in this case to issue a notification of a traffic accident on the spot (if technically possible, this can be done electronically) and send it to the insurer within 48 hours. It will be necessary to photograph or film the fact and circumstances of the accident with a general view of the damage and in relation to a stationary object, attach these materials to the notification or send them to the insurer's email. The victim is obliged to send an application for insurance payment no later than 7 (seven) working days from the date of the accident. The amount of this payment, according to the amendment, will be within 350 minimum wages (5075 rubles PMR). Another amendment to the second reading proposes the introduction of a simplified procedure for registering accidents from January 1, 2026. The final decision on the law-in-draft by the Economic Policy Committee deputies will be made in the course of the Parliament plenary session.
