Deputies of the Supreme Council Galina Antyufeeva and Vitaly Kalin proposed to supplement the law "On the right of citizens to freedom of movement, choice of place of residence and residence within the PMR". The legislative initiative was considered during the meeting of the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms. In particular, the new regulation regulates the simplified procedure for registering persons without a specific place of residence. According to the authors of the law-in-draft, the amendments to the law will be the implementation of social guarantees for this category of citizens.
In the opinion of the authors of the law-in-draft, the registration of persons without a fixed place of residence must be declarative, and the procedure itself, in order to simplify it, should be carried out by the migration service.
Considering the social nature of the law-in-draft, deputies of the profile committee urge their colleagues in the Supreme Council to adopt a legislative initiative in two readings.
The parliamentarians recommended the law-in-draft "On Amending the Constitution of the PMR" for adoption in the third and final reading. As the co-author of the initiative, the chairman of the responsible committee Galina Antyufeeva, recalled, the law-in-draft specifies the list of bodies exercising state power on the territory of the republic. In addition to the President, Government, Supreme Council, courts, the list was supplemented by the Prosecutor's Office, the Central Election Commission, the Accounts Chamber, and the Human Rights Ombudsman.
During the meeting of the Committee, parliamentarians discussed a number of legislations, aimed at strengthening responsibility for violations of the rules for keeping pets. Deputies noted that appeals on this issue come from voters of all districts, they are of a mass nature. Most people complain about violation of sanitary norms and inefficient control system. Following the consideration of legislative initiatives, the parliamentarians supported Galina Antyfeeva's proposal to increase the penalties for violating the Rules for keeping pets.
The law-in-draft of the head of the committee was recommended for adoption in the first reading.
