The Arbitration Court is the author of two legislations that correct the norms of the Civil and Arbitration Procedure Codes. In particular, it is about expanding the understanding of the principles of equality and competitiveness of the parties to the arbitration process. One of the author’s suggestions is to establish uniform deadlines for the entry into force of decisions and rulings of the Arbitration Court within 15 days. The current law spells out 20 days. In the Russian Federation, this is 30 days. The relevant committee considers it necessary to leave the terms of entry into force of the decisions of the Arbitration Court unchanged.
Taking into account the comments, the legislations were supported by the relevant committee for adoption in the first reading.
The deputies considered law-in-draft proposed by the President, introducing amendments to the law “On the wages of public sector employees, the monetary allowance of military personnel and persons equated to them under the terms of payment of monetary allowance, and the monetary maintenance of state civil servants”. The document was sent in the regime of legislative necessity. Its goal is to additionally financially stimulate medical workers of TB organizations, emergency centers, hemodialysis departments of medical institutions. The changes will entail an increase in the amount of remuneration for these employees from January 1, 2020.
“The adoption of these measures is due to the need to retain existing personnel and attract additional specialists in this field in order to improve the quality of medical care and increase the coverage of the population with preventive examinations and treatment in this area,” the explanatory note to the law-in-draft says.
Deputies noted the importance of taking measures to preserve medical personnel in the republic and recalled that in the republican budget for 2020 additional limits were set on the remuneration of medical workers. In this regard, members of the Committee focused on ensuring a unified approach to increasing salaries for individual health workers.
Deputies of the Legislation Committee supported the law-in-draft for adoption in two readings, taking into account the comments.
