Pricing and automated fare payment system issues

Комитет по вопросам АПК, промышленности, транспорту, строительству и природным ресурсам

20.12.2024

The Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources in the course of regular meeting considered law-in-draft aimed at changing the legislation in the area of pricing in connection with the introduction of an automated fare payment system in public transport.

It was noted during the first reading discussion of amendments to the law "On Prices (Tariffs) and Pricing" that the list of socially significant services includes services for the transportation of passengers and baggage in public transport, as well as services for the sale of tickets at bus station ticket offices. The Ministry of Economic Development sets tariffs for these services annually. However, as noted at the Committee meeting, the cost of a ticket when purchased at the bus station ticket office is currently higher than the price of a ticket purchased in a minibus at a stop along the route. It was proposed to exclude the purchase of a ticket at the ticket office from the list of socially significant services. Changes to the law are being introduced in connection with the introduction of an automated payment system, when validators for cashless payment for travel will be installed in all buses, trolleybuses and minibuses. For consideration in the second reading, the Committee on Agro-Industrial Complex and Transport has prepared a clarifying amendment stating that the fee for the service of selling a travel document in addition to the cost of the service of transporting passengers and baggage on public motor transport on regular routes of urban, suburban, intercity transportation will not be charged. The law-in-draft has been submitted for consideration by the Supreme Council and adoption in two readings at once.
