Agricultural and Road Questions

Special tax regime in the form of payment of the fixed agricultural tax acted for the agricultural producers of the republic from 1 January 2004. It replaced the payment of the unified social tax, land, as well as tax on housing and objects of social and cultural sphere. Simplified system operated before 1January 2015. Parliamentarians, noting effectiveness of it in the form of growth of agricultural production, supported its prolongation. The relevant law on the extension of the simplified system of taxation in the 2015-2019 was adopted by the Supreme Council in October 2014. The President did not sign the Law. After overcoming the veto by parliamentarians there was no signing of the Law. Using the fixed agricultural tax from 1 January 2015 could only newly created agricultural enterprises.

Due to the fact that this year the President signed previously adopted Law, there were contradictions in the legal environment of the republic. "On Amendments to the Law "On the fixed agricultural tax" to exclude them, the deputies of the profile committee drafted the law-in-draft. The document provides an opportunity to pay fixed agricultural tax to all agricultural producers, regardless of whether the system of taxation founded Agriculture Organization applied before 1 January 2015.

The legislative initiative "On Amending the Law "On the fixed agricultural tax" was introduced by government as alternative.

During the meeting of the profile committee, it was decided to recommend to the deputies to base the parliamentary document and adopt it in the first reading.

Deputies of the Committee discussed amendments to the new law-in-draft "On Road Traffic Safety". Among the proposals approved by the deputies, - granting the right of traffic police officers to serve only on the lit roads. An exception should be carrying out special operations. Legislators will ask colleagues to adopt the law-in-draft in the second reading mode and remain in read-only mode. The adopted law, according to deputies, is to be "workable" and take into account the views of stakeholders.
