Deputies discussed vetoed by the President Law "On amendments and addendum to the Law "On circulation of weapons and ammunition on the territory of Pridnestrovie" in the course of the meeting of parliamentary committee on security, defense and peacemaking. Its authors are members of parliament Yuri Sporish, Alexander Korshunov and Valery Kulakli. The essence of adopted by the Supreme Council on 13 May this year Law is more detailed regulation of legal relations arising from the registration of the citizens of the acquisition of weapons. In particular, the document stated the change of terms and conditions of extending permits to keep and bear arms. Deputies proposed to prescribe by law the obligation of the Interior to authorize citizen within two weeks after giving documents. At the same time the weapons should not be withdrawn within the specified time. The necessity appeared, according to the authors, due to the fact that there are often long delays by competent authorities of the renewal process in practice. The adopted law also states that a person must go through a short course of safe handling of weapons only in case of initial purchase. We are talking about increasing the term for which the permit is issued, from three to five years. In order to extend the term of the permit, a citizen has to submit an application without providing additional health certificates.

As a result of this law, according to deputies, the conditions to ensure a clear regulation in arms trafficking and protect the rights and legitimate interests of citizens will be created.

Reasons for rejection of the law were presented by the Head of the Legal Department of the Ministry of Internal Affairs Rodion Chebotar. He noted in his speech, that the weapon is subject to increased risk and creates a threat to life and health of citizens. He also indicated that currently presidential decree is in force, according to which the renewal of the authorization, in addition to the statements, information about the state of health and the absence of a criminal record must be provided.

The head of the profile committee Andrey Sipchenko suggested colleagues to overcome the presidential veto and to resolve disputable issues to create a conciliation commission.

The proposal of the Chairman was supported by members of the Committee.
