Applications in the form of electronic documents will allow the state control and supervision authorities to conduct unscheduled inspections in order to protect the interests of citizens and legal entities. Applications submitted in electronic form must be signed with an enhanced qualified electronic signature for this. The presence of such a signature will exclude the submission of anonymous electronic requests.
Every Pridnestrovian or organization can receive an electronic signature. You need to contact the certification centers to do this. At the moment, such centers for issuing electronic signatures are working in Agroprombank. Previously, they operated at the Center for Information Technologies of the State Communications Service. The authority to issue an electronic signature to the Information Technology Center will return again soon. An appropriate law-in-draft is under consideration in the Supreme Council.
Amendments to the laws "On the procedure for conducting inspections in the implementation of state control (supervision)", "On electronic documents and electronic signatures", "On appeals of citizens and legal entities, as well as public associations" and a number of regulations will allow control and supervision bodies to respond to complaints from Pridnestrovians, which are written not only on paper. The deputies of the Committee on Education, Information and Youth Policy of the PMR Supreme Council will propose the Supreme Council to adopt it in the second final reading.
