Parliamentarian Viktor Guzun considers it necessary to toughen the penalties for selling tobacco products to minors. The initiative on amending the Code of Administrative Offences was adopted by the Supreme Council in the first reading. The amendments are discussed at this stage. Their content is mainly due to the size of penalties. All the proposals are aimed at their increase. Members of the Committee on Development of Small, Medium Business and Industry, in spite of the profile of its activities, supported the author of the law-in-draft in this situation.
After discussing all the amendments participants of the meeting of the responsible committee agreed with the fact that the penalty for people who sell cigarettes to children must be increased fourfold (from 10 to 40 MW). Financial penalties for individual entrepreneurs and legal entities in case of adoption of the law-in-draft will reach 120 MW (approximately $ 150). By the way in Russia, for comparison, citizens who sell tobacco products to minors pay such a fine. Such violation is punishable by a fine up 4,500 dollars for legal entities.
Penalties increase, according to lawmakers, should reduce the accessibility of tobacco and tobacco products to minors consumers, and hence the number of smokers. In addition, a positive consequence of the adoption of the law-in-draft will be the growth of revenue. The final decision on the initiative is up to deputies. The Committee will recommend it for adoption.
Another law-in-draft, supported by the committee, designed by Victor Guzun is intended to clearly regulate the conceptual apparatus in the sphere of entrepreneurship. The fact is that the definitions given in the basic law and the Civil Code are different, that provokes the appearance of problems of individual entrepreneurs. One of the latest and most popular examples according to number of victims – is the ban for potent owners to sell goods and provide services to legal entities.
The law-in-draft will be recommended for adoption in the first reading.
