Victor Guzun, “The economy is in a zone of turbulence. Measures should be taken to stabilize the situation”

The discussion of anti-crisis law-in-draft "On some measures aimed at stabilizing the economy PMR", developed by deputies Alexander Korshunov and Peter Pasat, continues. Today, it was discussed by members of the Committee on small, medium-sized businesses and industry.

The author's edition proposes to provide the government the authority to regulate the raising factor to the basic rate of tax on income; newly created production plants for five years are exempt from paying this tax; simplify the mechanism of taxation of small businesses; to strengthen the control over the activity of enterprises, which receive state support; temporarily introduce price controls on some food; to fix the minimum wage. Deputies of the Committee on Small Business offered to complete the list of anti-crisis measures. One of the prepared amendments implies the elimination of tax losses. Victor Guzun defending this point says that it is necessary to balance the interests of business and the state in difficult economic conditions.

Another proposed innovation of value to small businesses - does not apply to business entities in this category increasing "2" coefficient to the minimum wage in the payroll. The level of tax deductions authors consider it possible to leave the amendment at the current level (preserving the ratio increases). This option will save the job places (albeit at a lower salary for staff) and would not allow the reduction of budget revenues. In addition, the deputies propose to expand the list of activities that can be practiced on the basis of entrepreneurial patent, back to the question of architectural amnesty (with this initiative, the Committee has played in 2013), recognize the certificates of conformity issued by relevant authorities of the CIS countries (this will reduce the cost of production and hence its competitiveness).

All those issued in the form of amendments proposals were not born today: they are prepared on the basis of numerous complaints to the Committee on small, medium-sized businesses. Will they be supported by the deputies will be known soon.
