It is proposed to simplify the issuance of address and reference information

Owners of dwellings may be given the opportunity in a simplified manner to obtain a certificate of registration of citizens at the place of residence, registered or living in premises. The deputies of the committee on legislation, protection of the rights and freedoms of citizens considered the corresponding initiative of the Government of the Pridnestrovian Moldavian Republic. The changes will affect the Law of the PMR “On the right of citizens of the Pridnestrovian Moldavian Republic to freedom of movement, choice of place of stay and residence within the PMR”.

Owners of housings can receive address and reference information only with the permission of the persons registered in housing at the moment. This is governed by the Law on Personal Data, according to which reference information refers to data that can be provided to third parties only with the consent of the owner of personal data, even if the third party is a close relative of the owner of the data. Operators and other persons who have gained access to personal data are obliged not to disclose these data and not to distribute them without the consent of the subject of personal data, except as otherwise provided by law.

It is not always possible to obtain consent to the processing of personal data for persons outside the republic. This creates obstacles for citizens who are homeowners and want to receive a certificate, since the lack of documents confirming consent to the processing of data required by the PMR legislation is the basis for refusing to provide public services.

In accordance with the considered law-in-draft, the Owners of dwellings that belong to them by right of ownership will have the right to receive information in the form of a certificate of registration at the place of residence regarding persons registered or living in these dwellings.

The law-in-draft’s adoption is aimed at simplifying the process of obtaining address and reference information and harmonizing it with the legislation of the Russian Federation, where similar norms already apply in the field of legal relations.

The deputies of the Committee on Legislation, Rights and Freedoms of Citizens considered the initiative of the Government and recommended it for consideration in two readings at once at one of the next plenary sessions.
