The Focus on Licensing Law

The Law “On licensing certain types of activities” was discussed at the last meeting of the Committee for Development of Entrepreneurship and Industry. The legal act was devoted to two legislative initiatives developed by the Government.

One of them provides for simplification of the procedure for the provision of necessary information by the licensee to the authorized body. In particular, we are talking about a copy of the certificate of registration with the tax inspectorate. As the representative of the author noted, the tax authorities can obtain this information independently, in particular, from the state register of legal entities.

The amendment to the law was supported by all the deputies of the Committee, recommending the adoption of a legislative initiative in the first reading.

Parliamentarians considered another law-in-draft relating to the scope of licensing in the second reading. The document eliminates the need to obtain a license in such spheres as international road transportation of passengers, the provision of services for mandatory certification, conducting local auctions. Deputies Sergey Pisarenko and Ivan Nedelkov proposed to supplement this list with construction works that are carried out by agricultural enterprises on their own for economic purposes. According to the chairman of the relevant committee Viktor Guzun, the same difficulties are experienced by entrepreneurs who need to carry out minor repairs.

Viktor Guzun developed a legislative initiative designed to exclude these types of work from licensed activities. He also proposed to consider amendment of parliamentarians when considering this law-in-draft.
