The Supreme Council continues work on the law-in-draft "On the Republican Budget 2018". Today the main financial document for the next year was discussed by the deputies of the Committee on Education, Science and Culture.

The parliamentarians got acquainted with the main indicators of the budget in advance. They were interested in issues related to the financing of the educational system in the coming year. In particular, the government's intention in 2018-2019 to introduce a pilot project of the system of normative per capita financing. This means that funds from the budget will go directly to the educational institution and be distributed on the spot. Specialists will calculate the cost of training for one student. The deputies cited the example of schools in the villages of the Rybnitsa district, in which about 40 pupils.

Minister of Education Tatyana Loginova explained that the system of normative per capita financing will extend only to those schools where 14 pupils are enrolled per teacher. This means that the reform will not affect small schools. The funding system will remain the same.

As it was noted in the course of the meeting of the profile parliamentary committee, the proposed system is effectively used in many regions of the Russian Federation. Mikhail Burla emphasized: when working on the pilot project, the opinion of Russian colleagues was taken into account.

The proposals of the deputies of the Committee will be prepared in the form of amendments and sent to the Committee on Economic Policy, Budget and Finance. Its meeting is scheduled for November 28.
