In Search of Social Justice

The Committee on Agriculture, Transport, Construction, Natural Resources and the Environment continued to discuss the initiative to amend the law "On state guarantees payment to citizens who have the right to land share". The law-in-draft of the President adopted by deputies in the first reading. Its essence was to provide government guarantees to employees (pensioners) of state farms in the form of cash payments. The total length of labor service of their work on state farms should be at least ten years. In the preparation of the law-in-draft for the second reading the parliamentary committee proposed to extend the total length up to twenty years. We are talking about those who have had full experience, but was fired by the time of land share process closing. In the discussion of this initiative, Members of the Committee suggested that the category of shareholders and state farm colleague teachers. Deputies emphasized the rights of the heirs. The law-in-draft implies that the heirs can receive financial reward and compensation subject to the availability of residence (registration) in the countryside or in towns, in the territory of which reformed agricultural organizations were previously registered. Lawmakers opposed such a limitation, since it is contrary to the rules of the Civil Code. The amendments of the relevant committee relate to the conservation of the profile committee of the right to inheritance, regardless of the place of residence of the heir. The deputies will determine the fate of the amendments proposed by the Committee.

Parliamentarians discussed the problem of various facilities construction on the adjoining territories of apartment buildings in the course of the meeting of the parliamentary committee. The reason for the discussion was the initiative aimed at developing common mechanism for addressing this urgent problem proposed by the Deputy Oleg Khorzjan. As parliamentarians noted, the issue is not new. Residents complain about the deterioration of the houses light in apartments. The lack of comfortable living conditions – is one question, the other – objects are often built on utilities. The author of the law-in-draft offered to establish the need to obtain the consent of tenants for the construction of new facilities to house territory at the legislative level. Relevant parliamentary committee supported this initiative and will continue working on it in preparation of the document for the second reading.
