Once again about the statute of limitation

Current standards of criminal law say that the trial on the murder can not be opened after 15 years. The Supreme Council received a law-in-draft of the president with proposal to cancel the statute of limitations for this serious crime to legitimize retroactively from January 1, 1993.

Deputies of the committee on legislation discussed the document submitted to the parliament during the meeting. They talk about the proposed amendments to the Criminal Code in the legislature of the Republic not for the first time. Legislations with similar content have already been considered by the Supreme Council in 2012 and 2013 and were not supported by the deputies.

Presenting the law-in-draft, the head of the legal department of the Ministry of Interior Rodion Chebotar noted that 1923 murders were committed during the period 1 January 1993 to May 2015. 1595 of them were opened, 232 remain unsolved, 9 criminal cases suspended the statute of limitations. The official representative of the President added that the adoption of appropriate amendments aimed at unconditional inevitability of punishment principle.

During the discussion the law-in-draft the deputies expressed their disagreement with regard to the the proposed standards as from 1 January 1993, namely giving law retroactive. With this conceptual remark the relevant committee will recommend to the deputies to adopt the law-in-draft in the first reading.
