Clarifications in the work of pharmaceutical organizations

The Committee on Economic Policy, Budget and Finance has begun work on a package of legislations that will clarify the procedure for setting the purchase price for taxation of income from the sale of surplus medical and pharmaceutical products and medical equipment that were formed by January 1, 2024. We are talking about the balances of imported stocks formed as of January 1, 2024: medical and pharmaceutical products included in the list of socially significant goods; medical equipment purchased for the purpose of sale under procurement contracts for state (municipal) needs, when applying a trade markup level of no more than 25%.

A package of legislative initiatives was presented at a meeting of the Economic Policy Committee, which was held online, by the PMR Ministry of Economic Development representative. As noted in the report, a special procedure for the purchase price of medical and pharmaceutical products and certain medical equipment was in effect for the purpose of calculating taxable income from January 1, 2013 to December 31, 2023. For example, it provided for the inclusion in the purchase price (together with the cost of the supplier, customs duties paid, the buyer’s transportation costs for delivery to the place) and expenses in the form of the difference between the currency purchase rate from commercial banks and the official rate of the Central Bank of the Pridnestrovian Moldavian Republic, operating on day of registration of the customs declaration. As of January 1 of this year, the special procedure is no longer in effect. The general procedure for taxation and the formation of the purchase price of these stocks for these purposes applies in relation to these incomes from the sale of medical-pharmaceutical products and medical equipment at present. However, a representative of the Ministry of Economic Development noted that at the beginning of the year, organizations in the pharmaceutical industry had significant balances of medical and pharmaceutical products, the costs of purchasing which were incurred in previous periods.

Deputies of the Committee on Economic Policy, Budget and Finance supported the government initiative after discussing the legislations in the course of the meeting. The package of legislations will be considered in the first reading at one of the next plenary sessions. Work on it will continue then.
