Two legislations concerning the strengthening of administrative responsibility for drivers who repeatedly violate traffic rules were considered by deputies in the course of the meeting of the Committee on Legislation, Protection of the Rights and Freedoms of Citizens. The initiatives amend the norms of the Code of Administrative Offenses.
The first law-in-draft was developed by a group of deputies of the Committee on Legislation, Protection of the Rights and Freedoms of Citizens. It is an alternative to penalty points, which were previously proposed to be introduced in the republic following the example of other states.
For example, it is more strictly proposed to punish drifting by introducing liability for its repetition: deprivation of rights for up to 1 year or administrative arrest for 15 days. Such a measure will encourage drivers not to drift, according to the authors. The new measures will also affect fans of fast driving. It is proposed to increase the fine to 100 minimum wages (1840 rubles) for those who have repeatedly exceeded the speed limit (by 40 km/h to 60 km/h). According to current regulations, the fine is less: 70 minimum wages (1288 rubles).
In addition, the law-in-draft concerns the administrative responsibility of drivers who drive a car, being deprived of their rights. The current version of the Code of Administrative Offenses provides for a fine for this - 100 minimum wages or arrest for 15 days. The deputies propose to remove the alternative and leave only the punishment in the form of arrest. If a person violates again, then it is necessary to introduce a more severe punishment – this is an arrest for 30 days, according to the deputies,.
The second law-in-draft was proposed by the President of the Pridnestrovian Moldavian Republic. Vadim Krasnoselsky proposes to tighten the responsibility for drivers who drive without a license, but, unlike the deputy initiative, they never had the right to drive a car. The Code of Administrative Offenses states – for driving without a driver's license (if you never had one) - a fine of 50 minimum wages. The law-in-draft introduces liability for the repetition of such a ride in the Code of Administrative Offenses: a fine of up to 100 minimum wages (1840 rubles) or an administrative arrest for 30 days.
Both initiatives to amend the Code of Administrative Offenses of the Pridnestrovian Moldavian Republic were supported at a meeting of the relevant committee. The legislations will be considered in the first reading at one of the plenary sessions.
