The republic prohibits dissemination of information that encourages children to commit actions that pose a threat to their life and health, including harming their health and suicide. However, for the commission of such actions there is no criminal liability. Deputies of the Supreme Council Igor Buga, Ruslan Gareev, Pavel Shinkaryuk and Andrei Safonov considered it necessary to eliminate the legal gap. The authors proposed to supplement the Criminal Code with an article providing for the punishment of imprisonment for organizing prohibited activities. The proposed sentence is from 8 to 10 years. For the same activities associated with public speaking, using the media or information and telecommunication networks (including the global Internet), a penalty of imprisonment of 10 to 15 years is provided.
A similar norm has been in force in Russian law since 2016.
Amendments to the Criminal Code were recommended by the deputies of the Committee on Public Associations, Sports, Information and Youth Policy for adoption in the first reading.
Under consideration by the deputies of the relevant committee and amendments to the law "On Physical Culture and Sports in the PMR" proposed by the Government. The law-in-draft is ready for adoption in the second, final reading. The document deals with streamlining the activities of republican and local sports federations, determining the accounting for sports facilities, and bringing the norms of the law to a single terminology. For example, it is proposed to introduce athlete classification books in exchange for a sports passport. The law-in-draft provides that republican sports federations are required to report on activities and on sporting events held at the republican and international levels.
According to the developers, it is necessary to create a Unified Republican register of sports facilities. This will make it possible to systematize data on their quantity on the territory of the republic, purpose and condition, as well as more rational planning of sporting events. The final decision on this law-in-draft will be taken by the deputy corps at the plenary meeting.
