The agenda of urgently convened meeting of the Committee of the Supreme Council on Economic Policy, Budget and Finance included  legislative initiative of the President, made to the regime of legislative necessity with the term of consideration of 20 days. The president law-in-draft was called in the internet "$ 250 million". Its concept for the man in the street can be summarized in just a few words - " Sheriff "has to pay the state $ 250 million that will be spent on social needs". Costly billboards that are established throughout the republic report the same.

Chairman of the Parliamentary Committee on Economic Policy, Budget and Finance Alexander Martynov informed the meeting that his deputy, Alexander Korshunov has prepared a number of amendments to the text of the law-in-draft. According to the people's deputy, the presidential law-in-draft violates the constitutional provisions prohibiting the adoption of laws that are local in nature, as well as establishing the equality of all forms of ownership. Proposal of the President to create a fund which will accumulate funds received from business and then be spent on social security caused a lot of issues. In this regard, Deputy Chairman of the Economic Policy, Budget and Finance Committee of the Supreme Council Alexander Korshunov proposed to extend the law-in-draft at all, without exception, the economic agents of any form of property, receiving excess profits, that is, those return on equity in excess of 50%. Any amendments and regulations obliging the government to publish a list of such business entities, as well as to take measures to return to the budget of the "gas" money.

Deputies of the Committee on Economy took a unanimous decision to recommend the deputies to adopt the president law-in-draft in two readings with an absolute view of the amendments proposed by deputy Alexander Korshunov.
