To create comfortable conditions for the work of an entrepreneur

To give an opportunity for entrepreneurs working in the form of a legal entity to import small quantities of goods into the country under foreign economic transactions without concluding contracts and by cash currency calculation. Relevant legislative initiatives to amend the Customs Code and the Law "On Currency Regulation and Currency Control" were considered in the framework of the workshop of the Committee on Entrepreneurship in conjunction with representatives of the Pridnestrovian Republican Bank and the State Customs Committee.

In order to carry out the purchase of goods abroad, and this, mainly, Ukraine, an entrepreneur-legal entity needs to buy or withdraw from its account in the bank currency. At the same time, it must have the right to conduct foreign economic activities, as well as have an agreement with the seller of the goods. All this is justified with stable turnover. There may appear force majeure. Representatives of the State Customs Committee explained: in some cases, domestic enterprises need to buy, for example, a separate spare part for production equipment. If there are no necessary documents when importing goods, problems arise.

Entrepreneurs should have the opportunity to work without unnecessary obstacles. They tried to solve the question in 2012. An appropriate decree was signed by the President of PMR, but the introduced later amendments changed the original plan and again led to a decrease in entrepreneurial activity.

Introduced by the deputies of the Committee legislative initiatives suggest defining a special procedure for the movement of goods purchased by domestic legal entities for cash foreign currency without concluding foreign economic contracts and regulating the period of repatriation, as well as the amount of involved foreign currency.

The participants of the meeting agreed that they will discuss the matter in more detail in the near future.
