The parliamentary committee on State Regional Policy held a meeting with representatives of the Ministries of Regional Development and Finance on the preparation "On the restructuring of state and municipal enterprises" law-in-draft for the second reading. In its course, the arguments of the government, as set out in the conclusion to this law-in-draft were considered.

The Committee on State Regional Policy submitted to the meeting a thorough and detailed analysis of the need for proposed regulations, which provide for an integrated approach to the restructuring of public utilities owned by the state and municipal property.

Among its components there are mechanisms of "pointing" enterprises through debt deferral and payment in installments of principal debt repayment of a part by mutual claims of the state and municipal enterprises, transferring part of their communal obligations on the public debt, write-off of accrued penalties; mechanisms for empowering the restructured enterprises working capital by their admission to the execution of public contracts, advance payments of performed work, the preferential long-term loans, the sale of the unused property, termination of unused land rights, etc .; control mechanisms to ensure the steady execution of the restructuring program and guarantees to the heads of enterprises related to the establishment of minimum terms of employment contracts.

The meeting decided to continue consideration of the law-in-draft in the operating mode.
