The Economic Sphere Legislation Improving

20.10.2022

The Committee on Economic Policy, Budget and Finance held a regular meeting. The agenda includes a number of legislative initiatives aimed at improving the current legislation in the economic sphere.

Thus, the improvement of the law "On Procurement in the PMR" continues. The Economic Policy Committee considered and recommended that amendments to the current law be adopted in the first reading. They are designed to regulate the conditions under which a conflict of interest may arise and establish requirements for procurement participants that will prevent the occurrence of such conflicts. The government, as the author of the legislative initiative, emphasizes that such changes and additions should minimize the risks of corruption in public procurement. The experience of the Russian Federation is taken as a basis.

The Committee considered in the course of the meeting the initiative of the deputy Viktor Guzun on introducing amendments and additions to the law "On Protection of Consumer Rights". The author emphasized that the current law was adopted 20 years ago and has long required adjustments. More than 20 amendments are mainly of a technical, clarifying nature and harmonize the consumer protection law with a similar Russian legislative act.

Another law-in-draft from the Government proposes to expand the category of beneficiaries who do not pay excise duty when importing cars into the republic.

Participants in hostilities, armed conflicts, Chernobyl liquidators, disabled people of groups I and II with a violation of the musculoskeletal system or with the absence of legs are exempted from paying excise duty on the import of passenger vehicles now. The Economic Policy Committee will recommend the draft law for adoption in the first reading and adjust the terminology with amendments to the second reading.
