Preservation of marriages and access to information

The Bendery City Council initiated amendments to the law “On local authorities, local self-government and state administration in the PMR”. According to the developer, the official publication of legal acts of local authorities can also be considered to be posted on the official website. Today, these documents come into force only after publication of full text in print.

The Chairman of the City Council of Bendery People’s Deputies Yuri Kara drew attention of the deputies to the fact that after meetings of local Councils it is necessary to simultaneously publish a large number of decisions, many of which are very voluminous. Thus, publishing may require more than one issue of local newspaper. According to the author, the introduction of the proposed alternative will avoid additional costs and save time.

As part of the discussion of the law-in-draft, deputies focused on ensuring citizens' access to official information.

A comparative legal analysis of these proposals with Russian legislation showed that in Russia the online publication is also used for official publication of municipal legal acts. At the same time, voluminous graphic and tabular annexes to such documents in the printed edition may not be given.

Deputies of the relevant committee supported the proposed bill regarding the placement on the official website of the local authority of the annexes to municipal legal acts.

The document will be considered by the deputy corps in the first reading.

Law-in-draft, aimed at strengthening the protective mechanisms for maintaining marriages in the republic has been prepared for the second reading. The authors of the document - deputies of the Supreme Council Galina Antyufeyeva, Vitaliy Kalin and Ilona Tyuryaeva - proposed to increase the term for divorce by the civil registry office from 1 month to three, and when terminated in court - from 3 to 6 months.

According to the civil registry authorities, in 2017, 1085 marriages and 635 divorces were registered in the republic, in 2018 - 2612 marriages and 1693 divorces. Last year 2315 marriages were concluded, the number of divorced marriages was 1641.

The decision on the proposed amendments will be taken by the deputy corps.
