According to current legislation, minibuses and taxis can stop for up to 5 minutes under the "No Stopping" sign so that passengers can get out or get on board, or unload or load luggage. This allows drivers to stop almost anywhere at the request of passengers. However, such driving often creates emergency situations on the roads. The Supreme Council deputies receive a significant number of requests from drivers on this matter. Parliamentarians Galina Antyufeeva, Gregory Dyachenko and Stepan Stepanov in this regard initiated changes to the law "On Road Safety". The law-in-draft was considered in the course of the meeting of the Legislation Committee, Protection of Citizens' Rights and Freedoms.
The Code of Administrative Offenses stipulates a fine for stopping – 10 minimum wages, which makes 184 rubles for stopping in the area of the "No Stopping" sign.
The deputies of the Committee on Legislation proposed to stipulate in the law "On Road Safety" that fares can only be paid when boarding a vehicle for safety purposes. This means paying in cash upon entry so that the driver is not distracted along the way. It will be possible to pay for travel using a card after the automated fare payment system in Pridnestrovie is launched while driving.
Another innovation proposed by the deputies is the mandatory installation of video recorders in minibuses.
The law-in-draft on amendments to the law "On Road Safety" was unanimously supported by the deputies at a meeting of the relevant committee.
The legislators proposed in addition to amend the Code of Administrative Offenses. The goal is to introduce liability for failure to comply with other rules for the transportation of passengers and baggage. This liability will include accepting payment while driving.
This proposal was supported at the Committee meeting. The amendments to the law-in-draft in the second reading by the deputies want to additionally provide for such a type of administrative punishment as a warning (or a fine from 15 to 30 minimum wages, which is from 276 to 552 rubles).
The amendment proposes to introduce a fine for the absence of a video recorder in a minibus. For citizens, the penalty is 20 minimum wages (368 rubles), for officials – 50 minimum wages (920 rubles).
The deputies of the Committee on Legislation will recommend that the legislations on amendments to the Law "On Road Safety" and the Code of Administrative Offenses be adopted in two readings at the next plenary meeting of the Supreme Council, taking into account the amendments and comments made.
