The issues of preschool and school education were discussed by the deputies of the Committee on Education, Public Associations and the Media in the course of online meeting.
The Government proposed to regulate at the legislative level the procedure for finding children who have graduated from kindergarten in summer in kindergartens. Amendments and additions are being made to the law "On Preschool Education". Presenting the law-in-draft to the deputies of the relevant committee, the representative of the Government explained that at the moment legal acts regulate only the procedure for admission to preschool institutions, and there is no procedure for staying in the summer wellness period and the procedure for expulsion from kindergartens.
The law "On Preschool Education" proposes to fix the norm, according to which if a child has not reached the age of 7 on May 25, at the request of parents, he will be able to continue attending kindergarten until the end of the summer. If a kindergarten graduate has already turned 7, then he will be able to stay in kindergarten for the summer period only if there are free places in groups (and also at the request of parents).
The Ministry of Education will develop a legal act that will determine in which groups children who have graduated from kindergarten will stay during the summer wellness period and how they will be expelled after the law-in-draft adoption in the final reading, as the representative of the Government noted.
The Committee on Education has submitted law-in-draft on pre-school education to the Supreme Council for consideration in the 1st reading.
The relevant Committee considered amendments to the law "On Education" in the course of the meeting in the second reading. This draft law empowers educational organizations to establish discipline requirements in the classroom, and teachers – the right to respect human dignity, protection from all forms of physical and mental violence and personal abuse. The same law-in-draft establishes a ban on the use of mobile communication devices by students (cell phones, smartphones, tablets and others) during training sessions in schools, lyceums and gymnasiums. The Education Committee has prepared amendments that will empower the Ministry of Education to approve the procedure for using mobile cellular telecommunications during training sessions by the second reading. The law-in-draft will be submitted to one of the next plenary sessions for adoption in the second final reading.
