The key issue of the next meeting of the relevant committee was the law-in-draft regulating the procedure for the State Final Certification and the introductory campaign in the organization of vocational education. Deputies Vladimir Bodnar and Oleg Khorzjan are the authors of this legislative initiative.
A series of meetings of the working group was held in preparation of the law-in-draft for consideration in the second and final reading of the Committee. Thereby a compromise solution for the majority of the amendments proposed by the Government was found.
However, disagreements appeared according to some regulations. In particular it concerns the place of State Final Certification. According to Vladimir Bodnar, graduates must pass examinations in their home schools, and not go for it outside of the village or town. Today graduation exams along with psychological difficulties cause financial for the graduates and their parents.
However, representatives of the Ministry of Education advanced a different point of view: the final examination must be carried out objectively and independently, which, in their view, cannot be achieved in the home school.
Agreement was not achieved regarding the date of entry into force of this law-in-draft into law. Representatives of the Ministry of Education suggest later date for entering the law into force, as question of changing the system of exams - is very complex, requiring enormous preparation.
The deputies and government officials agreed that it is important not to mess things up. Teachers, students and parents may simply be not ready for large-scale change in this area. It was decided during a long discussion to continue work on amendments to complete their examination at the Committee meeting, which is scheduled for June 22 in order to submit the law-in-draft for consideration in the second and final reading at the next plenary session.
Committee members considered legislations under the jurisdiction of other committees. These include issues of social protection of orphans and children left without parental care, the environmental protection, state symbols.
