Amnesty is widely used around the world. For example, it is provided by law in all countries of the CIS. As a rule, this measure applies to persons who have committed crimes, and justified by considerations of humanity. In many states, including Russia, amnesty is timed to coincide with national holidays and anniversaries. Deputy of the Supreme Council Galina Antyufeeva has proposed to release certain categories of persons from criminal responsibility or punishment in connection with the 70th anniversary of the Victory in the Great Patriotic War and the 25th anniversary of the formation of Pridnestrovian Moldavian Republic. The relevant draft resolution and a document on the procedure for its implementation have been supported by the deputies in the first reading. The amendments received from the subjects of legislative initiative were considered at the meeting of parliamentary committee.

The initiative proposes to apply the amnesty for those who have minor children who suffer from serious diseases. It also affects people older than 55 years. The main condition for this is the absence any observations to defendants during their stay in penal institutions.

Such an amnesty in the country was held five years ago. Proposed action this year in accordance with the criminal law will be temporary and remain in force for six months from the date of entry into force. Parliamentarians plan to consider the initiative in the second reading at the next plenary session.
