The Castling: Excise Duties instead of Customs Duties

The Government, within the framework of reforming the tax legislation, proposes to modify the norms of the law "On excises". This is an increase in the excise tax on excisable goods, with simultaneous zeroing of customs duties on them. So, it is assumed that the excise tax for gasoline will be 195.68 dollars per ton. According to the information provided by the Government in neighboring Ukraine, the share of excises in GDP is 3% (about the same in Moldova), while in PMR it is 0.87%.

Considering the need to protect domestic producers selling their own products on the domestic market, it is proposed to raise excise rates for the import of goods similar to those produced on the territory of the republic.

It is offered to include vehicles to excisable goods now, by analogy with neighbors. Preferential categories of the population (defenders of PMR, Chernobyl, soldiers-internationalists) who have privileges to pay import customs duties will now have the right to them in respect of excises. At the same time, it is proposed to exclude sound and video recording equipment from the list of excisable goods. Representatives of the supreme executive body hope that due to the proposed changes in the tax legislation, the budget will receive 4.2 million rubles.

Taking the information into account, having received answers to the questions of interest, the deputies of the Committee on Economic Policy, Budget and Finance recommended the colleagues in the deputy corps to adopt the law-in-draft "On Amendments and Addendum to the Law "On Excises" in the first reading.
