Law-in-draft was adopted improving the norms of the law “On the right of citizens of the Pridnestrovian Moldavian Republic to freedom of movement, choice of place of stay and residence within the Pridnestrovian Moldavian Republic” in the first reading. The authors are deputies of the Committee on Legislation. As part of the preparation of the document for adoption in the second reading and to eliminate controversial issues, the relevant committee held a working meeting. Parliamentarian Andrei Sipchenko, Defense Minister Oleg Obruchkov, head of the Migration Directorate of the Interior Ministry Konstantin Kominyarsky, representatives of relevant departments participated in the dialogue with the deputies of the Committee.
The essence of the law-in-draft, adopted in the first reading is to clarify and supplement the list of grounds allowing the registering authority to deregister a citizen at the place of stay. Such grounds include registration at the place of residence in the republic on the basis of relevant application, changing the place of stay, recognition of a citizen as missing or deceased, eviction based on a court decision, or finding false information that served as the basis for registration.
The discussion participants during the meeting discussed proposal of the deputy Andrei Sipchenko to give the right to the homeowner to contact the registration authorities to remove the resident from the registration at the place of stay if he does not live at this address. The parliamentarian argued the position that in practice there are cases where homeowners, after registering a resident, lose social benefits and guarantees. It is unjustified if the registered person no longer lives with the owner of the dwelling and the registration authorities have been notified of this.
The meeting participants discussed the procedure for military registration in the event of a citizen’s removal from registration at the place of stay. According to Oleg Obruchkov, if you change the location, for example, of the military service, law enforcement agencies, if necessary will be able to find it using the existing information base of the Ministry of Internal Affairs.
The head of the profile committee, vice speaker Galina Antyufeyeva spoke of the need to discuss the timing of citizen registration. The profile committee on this topic plans to hold a regular working meeting with representatives of the migration control service.
