Regulation of bonus payments to employees of kindergartens and schools

The Committee on Education considered legislations that are designed to resolve issues related to the payment of bonuses to teachers, including bonuses for the qualification category of heads of preschool education organizations. The initiators of the legislations were deputies of the Supreme Council Galina Antyufeeva and Oleg Petrik. Changes are proposed to the laws “On education” and “On wages of public sector employees, monetary allowances for military personnel and persons equal to them under the terms of payment of monetary allowances, and monetary allowances for state civil servants”.

Parliamentarian Oleg Petrik explained that the reason for developing the changes was an appeal from the administration of one of the kindergartens in the city of Bendery in the course of online meeting of the Parliamentary Committee. The problem is that the head cannot retire, since there is no one willing to take the position of head of a preschool institution.

Chairman of the Education Committee Igor Buga spoke in support of the proposed legislations. Introducing changes will solve the problem of personnel in educational organizations in his opinion.

It is proposed to establish the possibility of paying bonuses for the qualification category assigned to a kindergarten teacher when appointing him for the position of head of a preschool education organization in the law “On wages of public sector employees, monetary allowances of military personnel and persons equated to them under the terms of payment of monetary allowances, monetary allowances of state civil servants”.

In addition, the law-in-draft proposes to provide that the bonus established for a primary school teacher is also paid when he works as a teacher in a kindergarten. It is also proposed that an allowance for the qualification category assigned to a pedagogical worker as a “teacher” in a subject area be paid when the teacher works as a “teacher” in the same subject area, and vice versa (for example, working as a physics teacher at a school or a physics teacher at a technical school). This provision will make it possible to attract teachers from vocational education organizations to schools to work as “teachers”, and vice versa, thereby quickly eliminating the shortage of teachers, the authors of the law-in-draft consider.

The Law “On Education” proposes to include the possibility of assigning a second qualification category to heads of educational organizations and other organizations implementing educational programs.

The Committee prepared technical amendments to the legislations. The proposed changes are planned to be considered in two readings in the course of the plenary meeting on the 29th of November. The decision to include issues on the agenda will be made by the Presidium of the Supreme Council.
