One of the issues in the course of the meeting of the Parliamentary Committee on Social Policy, Healthcare, Labor, Family and Childhood Issues was a report on the progress of implementation in 2023 of the state program to provide housing for orphans and children without parental care.
The Minister of Social Protection and Labor Elena Kulichenko presented Report on the implementation in 2023 of the state target program “Providing residential premises (apartments) or residential buildings for orphans, children without parental care, orphans and children without parental care for the period 2018-2027".
It was initially planned to purchase 46 residential premises for orphans and children without parental care in the amount of 11.444.100 rubles in 2023. Financing was included in the republican budget. The number of purchased housing was increased by 3 units, without increasing the total amount subsequently at the proposal of state administrations. 48 citizens from among orphans received their housing under the State Program in 2023 as a result; they did not purchase another apartment or house. Funding for the program actually amounted to 10 million 909 thousand 129 rubles (95.3% of the planned volume).
The State Administration of Rybnitsa had difficulties with the purchase of one apartment, since it is not always possible to find housing on the secondary market with certain technical parameters laid down by law, as Elena Kulichenko explained to the Committee deputies. It should be noted that this year the state administration widely applied the new norm, previously adopted by the Supreme Council of the Pridnestrovian Moldavian Republic, according to which it is allowed to purchase residential premises less than 18 square meters meters of total area per family member of two or more people with the written consent of the future tenant. At least 27 square meters – for graduates of boarding schools and orphanages living alone.
The relevant Committee prepared a draft resolution based on the results of the report. It will be presented to the parliamentary corps at one of the next plenary sessions of parliament.
The state program for providing housing for orphans and children without parental care was adopted by the Supreme Council on April 12, 2017, began to operate in 2018 and is designed for 10 years. The program is financed from the republican budget. It is planned to allocate more than 60 million PMR rubles for the purposes of the program in total. The main task is to provide housing for orphans and children left without parental care.
