The Reclamation Complex Development in 2023

Deputies of the Committee on Agro-Industrial Complex, Industry and Natural Resources reviewed the report of the Ministry of Agriculture on the implementation of the state program for the restoration and development of the reclamation complex in 2023.

Restoration work was planned last year at 7 reclamation sites, according to the State Program; in fact, work was carried out at 3 sites. Activities were carried out at 9 more sites not designated by the program for 2023. The Committee deputies drew the attention of the leadership of the relevant ministry during the discussion of this issue to the need to make appropriate adjustments to the state program.

Thus, restoration work was carried out at the main pumping stations “Chobruchi”, “Vykhvatintsy” of the Rybnitsa branch, “Tashlyk”, “Speya”, “Bychok” and other facilities last year. In fact, 25.5 million rubles were allocated for repairs and acquisition of necessary machinery and equipment. The percentage of funding was in fact 35% of the planned volume since the state program initially planned to allocate 71.6 million rubles for 2023.

The source of financing for the state program is the Development Fund for the Reclamation Complex. The Law on the Republican Budget for 2023 approved the amount of Fund expenses in the amount of 74.2 million rubles. 66.7 million were spent from the Fund, including 41.2 million rubles to provide support to farmers in paying for water supply services provided by the State Unitary Enterprise “Republican Irrigation Systems” for irrigation as a result of the implementation of the state program.

It is worth noting that the revenue side of the Fund last year was formed through a targeted levy to support the reclamation complex, which is paid by land users of agricultural lands of the Pridnestrovian Moldavian Republic. Actual income from paying this fee amounted to 11.6 million rubles in 2023.

The Committee on Agro-Industrial Complex, Industry and Natural Resources noted after analyzing the submitted report for 2023 that based on the results of the implementation of the state program, there was a deviation from the plan. In addition, the report does not contain information about the completion of work and commissioning of the restored facilities of the reclamation complex.

The Committee deputies decided to recommend that the deputies approve the report on the implementation of the state program for the restoration and development of the reclamation complex in 2023 in general. The report of the Ministry of Agriculture will be considered at one of the plenary meetings of the Supreme Council.
