The central issue in the discussion was the law "On amendments and addendum to some legislative acts of PMR"; created by deputies Vladimir Bodnar and Oleg Khorzjan documents regulate issues of organization of the state (final) certification – unified state examination, including organization development control measurement materials for state certification and ensure with state examination boards. The conclusion of the government was received for this law-in-draft May 18. The Committee members considered and worked out controversial issues. Chairman of the profile parliamentary committee Vladimir Bodnar noted that many changes made by the government do not coincide with the concept of the law-in-draft. In particular, they did not support the amendment, which provides that "admission to educational organizations for training on the basic educational programs of higher and postgraduate professional education is carried out in accordance with the law "On Higher and Postgraduate Professional Education", unless otherwise provided in this Act". The Committee members will also recommend to their colleagues on the deputies not to adopt an amendment providing that the order of the competition of educational documents established by regulations of the Government of Pridnestrovie authorized executive agency of state authority in charge of the issues of education
The law-in-draft "On Amendments to the Law of Pridnestrovian Moldavian Republic "On additional guarantees for the social protection of orphans and children left without parental care", developed by deputy Vladimir Bodnar was as part of the harmonization of the laws of the Russian Federation. Legislators suppose that "persons from among orphans and children left without parental care are entitled to receive from the state budget for higher professional education program of bachelor's (undergraduate), specialists (specialties) and Master (MA) or the second elementary vocational or secondary vocational education in state (municipal) institutions of education". This law was vetoed by the President. After a long discussion, the Committee agreed: to recommend to colleagues deputies to overcome the presidential veto. "Children - our future, we cannot stop their desire to go through all levels of higher education," - he expressed the common opinion of the chairman of the relevant committee, Vladimir Bodnar.
